Threats from Anthrax and other Biological Agents

Guidance Notes for Staff Handling or Opening Post

 

Some characteristics that may identify a package as "Suspicious"

Excessive Postage Incorrect titles

Oily stains, Discolorations or odours

Excessive weight Lopsided/uneven envelopes

Protruding wires or foil Excessive wrapping or use of tape

Presence of unidentified powder Threatening markings such as "Anthrax"

 

Simple Do’s and Don’ts

DO NOT shake or empty the contents of a suspicious package

DO NOT handle the package more than is necessary

DO cover the package with an empty upturned box, bin or plastic bag

DO ensure that you switch off any fans that are in the room

DO ensure that the air conditioning system is switched off

DO ensure that you and your colleagues leave the room closing windows and the door

DO try to section off the area

DO wash your hands thoroughly with soap and water as soon as possible

DO NOT raise your hands to your face until you have washed them

DO ensure that if it is NOT possible to evacuate the building you move away from the incident location

 

What to do next if you are at Work

DO report the incident to your manager, then after an initial assessment and if it’s appropriate the manager must report the incident to the police on 999

DO with the help of your manager list and help to locate all of the persons that were present when the package was opened or discovered. This list should then be passed to the appropriate authorities.

DO remember that all persons listed should remain together in order for advice, reassurance or treatment to be provided

 

If powder or unidentified substances spill from Envelopes or Packages

DO NOT try to clean the spillage, cover the spillage/substance as detailed above and leave the room promptly remembering the Do’s and Don’ts

DO inform your manager if you think that you may have been exposed to the substance, as they will then arrange for medical advice and appropriate treatment if required

DO remain calm and follow the simple steps above

 

What to do next if you are at Home

DO report the matter to the Police on 999 and if advised seek medical advice
